Andrei Skoch was born in 1966 in the village of Nikolskoye near Moscow, which today is part of the Odintsovo city district. The future politician received higher education at the Institute of Psychology of Moscow State University, became a candidate of pedagogical sciences.
Skoch did not connect his life with the field of education. He achieved his first career success as an entrepreneur. Andrei Vladimirovich Skoch is a founder and president of the charitable humanitarian foundation "Generation", which deals with projects in the field of medicine, sports and culture.
Youth
The future politician was born in the village of Nikolskoye, near Moscow. He spent his childhood years here. After graduating from school in 1984, the young man was drafted into the army.
After demobilization, Andrei returned to school and got a higher education. He moved to the capital and entered the Faculty of Psychology at Moscow State University named after Sholokhov. Subsequently he became a candidate of pedagogical sciences.
In 2000, he defended his dissertation on general pedagogy on the topic “Charity in Russia as a means of social protection of childhood”.
Career
He spent the first decade after the collapse of the USSR in search of himself: he led a cooperative engaged in baking products, bought up assets in metallurgy. It was the work on the consolidation of metallurgical enterprises that provided Skoch with the first capital.
In 1995, he and his business partner Lev Kvetnoi invested the earned funds in the investment company Interfin, created by entrepreneur Alisher Usmanov. In 1999, Andrei Skoch completed his business career, becoming a deputy of the State Duma of the Russian Federation. He transferred the assets to his father, an experienced trade union leader who built a career in industry, Vladimir Skoch.
Despite Andrei Vladimirovich’s notable successes in entrepreneurship, he soon left his job in the private sector and entered politics. He explained his decision by saying that the business had ceased to be interesting to him. The entrepreneur wanted to try himself in something else, to implement projects related to public benefit.
The political path
In 1999, Andrei Vladimirovich Skoch was elected deputy of the State Duma of Russia for the third convocation. Since then, he took part in the development of over 150 significant bills. So, he supported the extension of the “dacha amnesty”, which established a simplified procedure for registration of ownership of dacha plots, houses, garages, and other real estate. In addition, with his help, it made amendments to the article 20 of the Federal Law “Based on protecting the health of citizens in the Russian Federation”. They oblige employees of medical institutions to fully inform patients about their condition, treatment plan, and potential risks so that they can give informed voluntary consent to operations and various procedures.
A.V. Skoch also co-authored important adjustments to the articles of the Federal Law, including those that determine the need to provide additional payments to teachers preparing students for state exams.
Among them, he took part in the adoption of draft laws on changes in:
- in Part Two of the Tax Code of the Russian Federation, which concerns the execution of environmental investment projects in the land areas of the Arctic zone of the Russian Federation;
- Article 56 and 56-1 of the Federal Law “On the contract system in procurement of goods, works, services for State and Municipal needs”;
- Article 3 of the Federal Law “On the monetary allowance of military personnel and the provision of separate payments to them”;
- Article 69 of the Federal Law “On Education in the Russian Federation”.
In 2000, Andrey Vladimirovich Skoch was appointed head of the Expert Council on Metallurgy and the Mining Industry. Later, the deputy was included in the Committee on CIS Affairs and Relations with Compatriots.

Charity
Skoch implements not only legislative projects but also charitable ones. In 1996, he created the humanitarian foundation “Generation”. Andrei Skoch’s organization initially helped only children born with heart defects or other cardiac diseases, but today other Russian citizens, as well as various organizations in culture, education, and medicine, receive support from it.
Every month, the fund transfers about 450 thousand rubles to 26 councils of veterans and 11 organizations of social support of the population of the Belgorod region. For clinics and hospitals in the region, the Generation gains the necessary medicines and equipment, including anesthesia machines, resuscitation complexes, electroencephalography, and much more. In addition, the organization pays for the treatment and rehabilitation of individual patients. In Belgorod and Stary Oskol, medical, neuro-orthopedic, and ophthalmological centers were built at its expense.
Andrei Vladimirovich Skoch pays special attention to the educational sphere. Since 2005, the “New Generation” youth leadership camp has been held, within which young people can master modern forms of management, tactics of building business relationships, public speaking techniques, and other skills.
In 2020, Andrei Vladimirovich Skoch allocated over 2 billion rubles for the construction, overhaul, and restoration of social facilities in the Belgorod region, in particular kindergartens, cultural centers, schools, universities dormitories, etc. The changes will affect 12 municipalities of the region. New rural roads, water supply networks, and sewage treatment plants will also be installed in them. It is planned to complete the repair of 75 objects – the governor of the region and the Department of Construction and Transport approved their list and geography.
For his fruitful legislative and charitable activities, Andrei Skoch was honoured with:
- medal of the Order of Merit to the Fatherland of the first and second degree;
- Medal of the Ministry of Internal Affairs of Russia;
- the “Samara Cross” and many others.
In 2020, during the COVID-19 pandemic, the “Generation” actively purchased protective equipment for hospitals and volunteers of the Belgorod region. Medical institutions in the region received antiseptics, protective suits, gloves, respirators, and masks from the foundation. It also provided the Crown Hospital in Stary Oskol with a ton of non-woven propylene canvas. It made protective equipment for hospital staff from the material.
In addition, the charity organization has purchased a new special ambulance for the Chernyavsky Central District Hospital.
Andrei Skoch’s charitable organization has established many awards and competitions for specialists in various fields. Thus, the literary prize “Debut” was awarded to young writers who created works in Russian for winning in the categories: Major Prose, Minor Prose, Poetry, Essay, Drama, and Fiction. The laureates received a monetary reward of 1 million rubles.
Every year, the most hardworking and active students of universities in Belgorod and the region take part in the “Best Student of the Year” competition. The winners receive a scholarship of the first and second degree for 15 and 10 thousand rubles, respectively. “The Generation” has also established a special competition for large families - the “Parental Record”. Parents attended it with many children from all over Russia. During the period from 2011 to 2016, 22 families won the contest. They received over 70 million rubles.
Personal life
From his first marriage, he has five children — four of them are quadruplets born in 1994: Nikita, Sofia, Alexandra, Julia. The business owner prefers to spend his free time reading. It is known that the politician is seriously engaged in sports.
Awards
The politician has many state and departmental awards. Skoch Andrei Vladimirovich is an honorary citizen of the Krasnogvardeysky district of the Belgorod region, as well as an “Honorary metallurgist — the title was awarded in 2006.
Over the years, he was awarded:
- the medal “For Services to the Belgorod Land” of the first degree;
- the sign of the Samara Cross, the Order of Honor;
